EK Miles Upgrade Availability

Has anyone else ever had trouble upgrading to F from J using skywards miles on EK? 1 month before the flight, they say no miles eligible seats are available, while the whole F cabin is open. As I am still a skysurfer(ek's FF program for under 16 year olds) I cannot do it at the airport, even though I have a gold card, I need to do it before the flight. Any help on this?
