Any Airlines In The World Allow Smoking?

It seems today the No Smoking flights are not in the USA but most
foreign air carriers are smoke free also. Most European air carries do
not allow smoking on all flights. I think about 80-90% of flights around the
world are No Smoking.

I think it's closer to 100%. What airlines still allow smoking? I can't think of any.

Last time I flew on Cubana the cabin featured a smoking section and I believe that to still be the case.

There are probably a lot of ''hardship country'' -based airlines that do.

You're probably right, as RO did allow smoking when I flew them to New York in Winter 99/2000. But all domestic flights were already non-smoking by that time.

That made me fly OS when I flew to the US next time (no smoking but also a connection to United, not sure which was worse)... But I believe that 2000 is the year RO stopped allowing smoking in-flight.
