Does one earn tier points when flying on a BA Executive Club reward ticket?

No unless some computer error you will earn nothing. BMI was famous for it as they had I class as a revenue class and also a reward class. Sometimes the system credited J class status miles and destination miles BA's systems are somewhat more advanced .
