Is is possible for an ATL international arrival passenger (from FRA on LH) with no checked bags to access the domestic concourses at ATL with no onward ticket? In other words, is proof of a connecting flight required of arriving international passengers at ATL in order for them to re-clear security and access the domestic concourses? This passenger would like to explore the domestic concourses while waiting for a friend to arrive at a domestic concourse on a later flight.

It's not possible. You will clear at F because LH arrives at F and will not have access to E at all. Further, even if you arrive at E, an onward ticket is required to clear at E.

Or clear customs, go to any check-in counter at E, tell them you're meeting an unaccompanied minor (they won't ask for proof or anything) and you'll get a temporary boarding pass to allow you through security.
