DL still has the JV agreement for non-reving with AF; we buy our "ZEDs" on AF through MyIDTravel just as we would with other airlines we have an eZed agreement with. Just did this last month on DUB-LCY on AF CityJet.

A lot of airlines recently changed the rules surrounding interline staff travel. It mostly has to do with how a company is structured and if it has an AOC.
Take QF, QF has the original airline employees, QAL (Qantas Air lines) and these people are employed by the main part of the business and as a result, have access to a full range of ZED fares. QF, also has lots of wholely owned subsidiaries, QCCA (Qantas cabin crew Australia for long haul operations) QD (Qantas Domestic for short haul operations) QCCUK, Jetconnect, etc... All the staff of these subsidiaries are contracted back to QF, the staff are not directly employed by QF, and the companies they work for are not airlines, and do not hold an AOC, and as a result, these employees have limited access to interline ZED fares. Airlines such as AF, TG, QR do not consider these employees airline employees as they do not officially work for an airline that holds an AOC.
So I'm not sure if this applies where you work, but may be an answer.
