Snow is a different issue, usually with snow they can give you a forecast or estimated time or opening after cleaning the runways, but fog is more tricky, you might be in the ILS and go around and the plane right behind you 2 or 3 mins land, because the fog is moving or the bank that didn´t allow you to land just move out a bit.

it will depend how full or available are other places to divert, so much traffic at LHR needed to divert that with few heavies in LGW and MAN parking can be fast an issue, normally airlines have contracts at one airport just in case of diversion but if necessary they can divert to any suitable place, but then refueling, parking fees, use of lobbies can be a bit more complicated.
