I saw this type of thing too with BA at JFK last month. I was picking somebody up at T7 and the FIDS boards well saying that flight 183 was arriving into T4. I'd think they'd bring it to T8 as it was about 11pm and T8 was practically empty.
What Bout those who actually at their boarding passes? They'll recognize AZ. And the fact that most people are smart enough to put 2 and 2 together looking at what is on the sign, unless that's "how New Yorkers work".

mesaflyguy, it is possible that at that time (11:00 pm) the Federal Inspection Service (i.e. Customs) had already closed and U.S. Customs were only available at Terminal 4. If T8 was "practically empty" as you stated, I would imagine all of the incoming international flights of American (and other airlines that use T8) had already arrived and Customs at T8 had closed for the night. I think they run Customs at T4 24/7.
