Well in fact, not to offend you, I don't think it is interesting how many unused miles you have, but how it is possible for you to use your miles. E.g. last November I had a great reward deal, CPH-EWR-CPH using only 20000 miles. Normally you have to use 60000 miles on this flight.

I have something like 25,000 miles on Philippine Airlines that seem pretty much useless. Does anyone know if these can be applied to anything other than travel on Philippine Airlines? Do they have any partners or alliances memberships?

Yeah, sorry, but I think you're out of luck. I'm pretty sure Philippine Airlines miles can only be used on stuff within the Philippines or for flying Philippine Airlines. What makes this particular mileage program even worst is that if you don't use your miles within 3 years, they EXPIRE! I certainly don't intend to visit the Philippines on a yearly basis, although I probably would if it was feasible.

LH M&M - 65K miles (Star Silver status)
AC Aeroplan - 40K miles (Star Gold status - yay!)
Emirates skywards - 0 miles (had 5K miles, but chose to donate those since there did not seem much point keeping them).
May be with AF and NW flying to BLR this winter, I'll switch to more of skyteam and grow my CO account.
