Looking at this picture I noticed 2 of the ground crew wearing a vest with two horizontal stripes, while the other persons with a vest have only one stripe. Are the "double stripes" in charge of the work with the tug?

Really can't tell, it's too far away. You mean the one just above the building, right?  Wink

Looks to me like some kind of light attached to the roof of the building... not a plane...hmm...

It's just variations in the vis jackets I think, if you look the ones with two stripes have some sort of logo so have been printed up for a company, the single stripe ones are plain.

We have various different styles at work, some with no reflective stripes at all and some orange for work on railways, just depends where you bought them from.
