Looking at this .pdf, I have a very simple question:
Are the given dry lease rates in terms of a quarterly rate, monthly rate?
For those in the industry know, are the lease rates for the RJ and turboprop aircraft reasonable given the downturn in the regional market?

The average rates are per month.
In addition you will likely have other charges likely required airframe and engine maintenance accruals, insurance etc.. which can make the price grow by upwards of 50%.
As indicated on the list CRJ200 prices are indeed dropping do to the generally greater availability of the type on the market, however in general commercial model pricing has firmed up significantly in the last couple of years as the industry particularly outside the US is seeing a resurgence.
