This appears to be a charter flight from Jacksonville/Cecil to BWI late last night. Anyone know the story on this? Per FlightAware, Cecil typically has very light volume of small GA craft. FlightAware doesn't even show the plane arriving at Cecil.

This is more than likely a military charter. WN and FL have ferried up to Cecil from time to time. Keep in mind BWI is a normal port of entry/departure for US military personnel, and there are several bases in the Jacksonville area.

As to why the flights don't go to the bases themselves, someone else will have to answer that.

I think their might be a maintenance vendor there because if you look at the arrival/departure history of the airport on flightaware.com the WN plane has been there since Friday and there was an FL plane there for several days as well.

The airport diagram shows Boeing using several hangers, also Flightstar has a large operation there. In addition to the WN and FL ships, there was an FX 757 there also. And Omega71 looks to be based there as well.

This was a repositioning flight after maintenance.

The plane arrived last Friday from PIT.

Military charters at WN are 7000-7999.

Military Charters for the Jacksonville area usually from KNIP or KNRB.

I have seen many FX 757 flying low in the area around KVQQ for maintenance

Aye, The term is Air Mobility Command or AMC terminal.

Although BWI is a AMC terminal it would normally come into play as a embarkation and debarkation point to/from overseas destinations. Domestic to domestic charters are rare. Most military charters operate from military installation to military installation. For example TZ use to fly a 738 charter from Guantanamo Bay to Naval Air Station NAS Jacksonville to NAS Norfolk for the Navy before it returned to MDW for commercial ops.

There are some domestic AMC flights from Baltimore. There are some tech-stops for Cusotms clearance and reboards, which now can carry passengers.

On occasion there will be a flight chartered to bring personnel to Baltimore to join a channel mission. However these are not every day occurrences.
