Apparently its an AN-24.

Reports say that passengers were mostly soccer fans travelling to tonight's Champions Shakhtar Donetsk vs Borussia Dortmund.

I think there is quite heavy fog in the region. I saw on Flightradar24 3 aircraft circling over Rostov-On-Don between 16 and 18 UTC. All 3 diverted to Krasnodar.

That picture looks more like and ATR tail. Certainly not an AN-24.

You are right, to me it looks like UTair Ukraine, they operate 10 Atrs.

If it really is UTair then it is really bad, as less than a year ago one of their Atrs crashed near Tyumen.

This image maybe be a library picture as they did have a 31-fatality ATR crash last year near Tyumen (image above).

The airline involved seems to be South Airlines (not Southern). According to Wikipedia, they have one An-24 and some other smaller aircraft.
