I read the actual IASC document as they are seeking capacity to codeashare on Singapores services. Not that they will actually be flying VA metal there from SIN.

Anstar is correct, what VA has applied for is an allocation of codeshare capacity on the SIN-CMB services offered by SQ. VA itself will not fly to CMB.

I have herd rumours that UL will start seasonal services between MEL and CMB later this year for the southern summer season. This service would capitalise on the Aussie summer travel period for holiday makers to Sri Lanka and the natural migrant traffic between the two countries.

UL have had these plans for several years but then seem to change direction just as fast. Who knows what they want to do.
