I was kind of under the impression that this was such a secure airport that they wouldn't allow private planes. Can anyone who has operate a private aircraft into TLV share their experiences?

TLV is a highly secure airport but it doesn’t mean you can’t approach it (it probably was an Israeli plane and there is no question that the pilot was cleared to do it).
According to the picture’s remark it was just a Touch and Go.
