TSA Baggage Rules Affect Flights From Abroad?

Just wondering whether flights from Canada to the US are subject to the TSA baggage rules (openning your bags without your presence)? I'll be flying next month YVR-MSP-JFK on NW and I really don't feel comfortable leaving my bags unlocked. We don't have the same rules in Canada, so YVR-MSP is OK to be locked, but since my bags will be transferred in MSP, I'm not too sure. Are transfer bags affected anyway or does the rule just apply to O&D bags at the port of departure?

Quick answer to your question.

All bags from Canada are screened at their first point of entry to the US. So on your flight from YVR-MSP your bags are inspected by the canadians. Then when you arrive in MSP, TSA will screen your bags again, of course out of your presence. This can delay flights. I have had one connection from ORD-MSP that was held because of screening of connecting pax bags that were coming from YYZ and YUL.

One note, the people at YVR will make sure that your bags are not locked or otherwise restrained. I was in YVR going to MSP in December, and was told by one of the security screeners at the bag drop off just prior to paying the departure fee, that you cannot use locks, zipties or other restraints to hold your bags closed. Found it odd, because TSA says you can use zip ties. Anyway she made me remove my zipties even though I was just going to MSP.

MSY-MSP, Thanks for the info. I guess they pay special attention to the bags for transborder flights coz I recently flew YVR-NRT-MNL on JL, and again YVR-MNL on PR and it was OK to lock my bags on both occasions. BTW, you probably took the daily NW flight from YVR-MSP. Do they serve food on this very early 3.5 hour flight in first? Thanks.

Yes they serve food in first. I went out to YVR late at night (after 9pm) in First, and didn't get a meal. But my return flight from YVR in First had a meal. Odds are you will get a meal, unless your flight leaves after 9pm. Enjoy the flight. Wave to me in my office in MSP when you land. I have a nice view from downtown of the landing patterns. MSY-MSP
