How many smaller commuter stations still have dedicated agents for either ramp or counter? Reason I ask is that all but one airline here in TOL has moved away from cross training to dedicated agents. This is a non-union airline by the way. There is the threat that if anyone oversteps their job description and helps out in another fashion, they'll be terminated no questions asked. This goes into the second part...
Is it ethical to inform your agents that they will be fired if they cause a delay (no matter how small) when de-icing another airline? In turn, causing them to drop whatever plane they are doing at the time (either their own or another airline's) to go de-ice the one that has the chance of becoming slightly delayed? How about to have the ability to listen to your agents two-way radios they use on the ramp - the typical short range radios - from home? Here is a good one...how about understaffing your flights so you can have one of your agents come out to work on your yard for you, there by causing another airline to have to help out with the flights - even though they don't get paid for it.
It may just be me...but it doesn't sounds quite right what is going on.

sounds like bad management. I prefer my agents to be cross trained.. in fact in Fort Lauderdale, I instructed our agents to help *OTHER AIRLINES* including competition, as we're all so close together down in the commuter terminal...
I believe in "what comes around goes around"... and it's paid off.. we have great relationships, even with our most staunch competition.

Outboy79 already knows that C8 agents are cross-trained in both counter/gate/ramp operations. In GRR we still assign people to specifically ramp or gate or ticket counter operations. Certian people work the ramp, others the gate and others the ramp but we are still trained to do all of the tasks if need be. I guess in your question it's up to the companies policy as to what is stated and expected of employees that they hire.
