747-SP Flew Over San Francisco

Yesterday my friend who is also a plane spotter told me he saw a 747-SP fly over San Francisco heading west. The plane was not low enough to be departing out of SFO, OAK or SJO. Is there any special flights/operations that use the 747-SP?
Maybe a government official visiting from another country?
