How Do Airlines Decide The Flight Numbers?

How do airlines decide the flight numbers? Do they do it randomly or is there a specific way? It has often confused me so I seek a rational explanation.

Air Canada's seem to end in an even number going east, odd going west. No idea how they assign them, but I'd be interested to know.
