BLU is actually part of a colour coding series used by the RAF for cloudbase and visibility, and it's usually presented in chart form.
So in this case, BLU means blue, and it indicates a cloudbase of 2500' or more, and visibility greather than 8 km's.
(I actually had to look that up though, I can't remember any of the figures at all. Not that this system will cross my path in any great significant measure during my career anyway.)

I think BLU stands for "weather code blue", which is a military weather description. They have colour codes depending on both vertical and horizontal visibility, something like CAVOK (vis 9999, no clouds below 5000m). I used to have a full list but cannot find it. Why not trying the military forum??
