Transit Without Visa Program (TWOV)

Does any body know when is the Transit Without Visa (TWOV) scheduled to start or if it will never again begin to be implemented in the US?

Let me refresh the memory, this program consisted that pax without US visa could transit via the US to continue to a third country. It was suspended in the begining of August, for 60 days.

But has not been implemented yet. No word from the goverment.

They say that it will no longer continue to be implemented.

Any info?
