Does anyone know if foreign visitors to India are able to purchase the APEX fares advertised on the various airlines' web-sites? Or are the only fares that foreigners are eligible to buy the full US dollar fares and the air passes?

Thanks for any and all information.

The APEX fares quoted in Indian Rupees are only permitted to be purchased by either Indian citizens or non-Indian citizens holding a residence permit for India.

In practice, if your name sounds Indian and you look Indian, they don't bother checking. However if you are a white guy named John Smith who speaks only English, chances are you will get nailed with the higher USD fare.
