New International Airlines In India?

I've always wondered how come the Indian government does not allow any private international airline to be started. It would be great to see another airline from India flying to Europe, Asia and beyond! A country with more than a billion people needs more than one international flagship airline. Even though all the major airlines are expanding flights to India it's almost impossible to get flights there! You pretty much have to pray for a seat on flights to India even a month before you plan to go. Air India has been expanding it flights to Europe and USA but they are still full! Also flights from the west coast US on SQ, CX, MH and OZ are also always full! I don't see why the government counts on other airlines when they should allow another airline from India to fly international routes anywhere!
