Considering:
American, United, Delta, Northwest, Continental, US Airways, Jetblue, Frontier, Southwest, America West, Alaska, Midwest Express, AirTran, Spirit, Song and ATA! (Hawaiian and Aloha not included).

For purposes of this discussion, I don't think you should consider Song or TED as separate carriers. If Song and TED are distinct carriers, then you should include SkyWest, Comair, ASA, Great Lakes, Air Wisconsin, and all the other regional airlines as well.
Just consider the "Connection" and "Express" and "airline-within-airline" as one in the same.

I live in Sacramento (have for 17 years) and would like to add a few comments.
1. Yes, Sacramento has an enormous immigrant population. A lot of Asian immigrans, Mexican immigrants, and Russian/Ukrainian immigrants. So you're right on there.
2. Not sure how you defined "surrounding area," but four million sounds a little high to me. Sacramento city itself is about 425,000 and the metropolitan area is about 1.75-2.0 million. Now, the city of Stockton (250,000) is only about 30 miles away and not considered part of the metro area, but I'm still unsure how you got more than 2,500,000 for the Sacramento area.
