seems like with the booming subcontinent economy and the thawiing of indian-pakistan relations, i was wondering if the LCCs there would want to tap into other markets, possibly even longhaul. are they banned from doing so? sounds like india might be a highly regulated airspace.

Most things in India are getting "un-banned" lately, in the Western sense of the word, and aviation is up there too. Things are moving fast as we try to play catch-up, and for many, it is quite a surprise to really be free.
I would presume that it is a question of time, measured in months, before Indian flag Low Cost Carriers start proliferating.
