How many foreign based carriers operate routes to&from or within countries other than their own. In other words. SQ operating between JFK-FRA and EWR-AMS. Or NW operating routes within Japan. I know some US carriers used to operate within Europe but I'm unaware if any still do. Is this all part of the alliances between the airlines?

Biman flies these routes:
SIN-BKK
BKK-NRT
DXB-LHR
RGN-BKK
BRU-JFK
DXB-BOM
They technically have the right to fly between DXB and FRA, ORY, BRU and FCO, but the routes are one directional (it's an open jaw -- flights to Europe return non-stop to DAC).

As said before, many many airlines fly between two countries different from their origin one.
In deep South America, several european carriers fly to from GRU to EZE, and others from EZE to SCL. For example, AF flies the EZE-SCL route on 777, and BA flies from GRU to EZE.
Other case is the mini-hub that IB has stablished in MIA, operating flights on A319 from this city to several markets in Central America.
In almost all continents you'll see this type of services, the thing you've got to watch is if the airline really has 5th freedom rights or not; I think that is far more important.

AA has GRU-ASU and EZE-MVD. AA also has MIA-LPB via VVI and MIA-CNF via GRU. But AA has no right to sell the VVI-LPB or the GRU-CNF flights. I think UA still flies LHR-DEL.

RG flies VVI-LPB-VVI, PZ VVI-CBB-VVI, LB GRU-GIG-GRU, LB Salta-Cordoba-Salta, etc., correct, not always with permission to take pax for inland flights.

I don't know if JL is still flying MEX-YVR as part of the MEX-YVR-NRT route; I recall flying to YVR on JL in the early 90's. IB used to fly MIA-CUN, but as I understand its 5th freedom rights were revoked. I also recall that a long time ago MH flew MEX-LAX. The most exciting news in connection with this topic is that EK will be flying GIG-EZE as part of a DBX-GIG-EZE route with the A340-500 soon.

In addition, some international carriers maintain feeder routes to main hubs, e.g., Iberia at Miami:
