Flights On "airport Controll"

Last month I flew America West airlines round trip from LAX-LAS. I went on HP 890 LAX-LAS and I could not assign my seat on that flight beacuse that flight was under airport controll. I was wondering what that term meant. On the way back I went on HP 113 to LAX from LAS and I had a seat assigned to me when I made the reservation on the internet. Thank you in advance for any infoermation.
