Front gear steering I suppose.

I've always wondered if it was bit like driving your car - one hand on the wheel and the other on the throttles/gear shift.

me thinks it is the tiller wheel...used to control A/C on ground..i.e nosewheel below 100kts...hope this helps... Big thumbs up
