Why No Low Cost Airlines At Innsbruck?

I would have thought that Innsbruck would have made a good Ryanair destination. They serve all the other secondary airports in Austria at the moment: (Linz/Salzburg/Graz/Klagenfurt)

Are the landing costs expensive at Innsbruck?
