Was wondering what the rationale behind VDB compensation was and if there's a method to the madness?
For example, yesterday I flew HP DFW-PHX-LAX. In PHX, at the next gate was an overbooked flight to SEA. Volunteers were offered a seat on a Tuesday afternoon HP flight (that's more than 48 hrs. later!), two nights hotel, and $300 vouchers. There was laughter throughout the concourse when they said "Tuesday." There didn't appear to be any takers.
Had a similar experience on AA a while back. Next-to-last DCA-DFW flight on Friday night. All business people in gate area. They needed something like 17 volunteers and said $250 in vouchers was their final offer. Again, audible sneers and no stampede to the podium.
But I've also been in situations where the offer gets sweeter if there are no early takers. Why the difference? Is the trick to lowball first and see if anybody's dumb enough to bite? Is it the agent's discretion how high to go? When do they just give up and start bumping?

Different airlines have different policies on denied boarding compensation. I've seen agents offer two free roundtrips, get no takers, then IDB a pax. I've seen other agents offer up to SIX free roundtrips, mostly because they didn't want to have to IDB someone.... there is a little haggle room there, but of course if you want the DBC, then you run the risk of somebody jumping up and getting it before they "sweeten" it any more.

Travatl-It is United policy not to offer more than ONE free roundtrip before promptly going to the IDB-pile...knowing that, I'm almost always the first person to the counter to get on that later flight (primarily because I know I can get onto the later flight that is also oversold and can get more VDB-comps, as UA only protects seats for the earliest passengers to the podium)
