IMC Vs IFR

Hey
Ive searched for information on this, but I cannot seem to see the difference at the end of the day about the licenses. What is the main difference betweent the two apart from the issuing body? I also notice that the IFR is a lot more expensive on average than the IMC. Any help most appreciated.
