Just got here today around 5:15 p.m. local time! Very nice surprise for me! It looks like its coming for leisure. Did not go to MX hangars for mx. Did not went to the Presidents hangar. So, Im just thiking that they came here for pleasure! Just like Royal Air Maroc 757-200 and 747-400 that made an appearance here last Jan or Feb.

Any aircraft with the titles 'State of Kuwait' is not allowed to be flown out for leisure purposes. Only the title of 'Kuwait Airways' have that designated flights.
In other words, a Kuwaiti official (Minister) is in Mexico for some meeting/summit or the aircraft has been called into MEX for the Kuwaiti Embassy there. In other words, its on an official visit of diplomatic nature and not leisure.

Negative, if it was here for a meeting/summit or in an official diplomatic visit the aircraft would have gone right after landing directly to the president's hangar. Which in fact has a huge space for at least 6 747! More over inside the hangar are kept Mexico's 757 along with 3 737s (1, 300, 1, 200 and the sole 100 in the world). And that did not happen. As I mention RAM 757-200 and 747-400 got here in the early months of the year. I was told that both aircraft flew to ACA for leisure and also were seen for 2 days at MEx. Same thing no official diplomatic visit and the 757 went to AeroMexico's hangar and the 747 got parked near were the A310 is right now.
Last December when we had a Chinese diplomatic visit I had the chance to spot Air China 744 at MEx. And that 747 did went to the president's hangar. Also a German A310 was spotted in December and did the same thing.

Are you even aware that the 110th IPU Assembly (formerly known as the Inter-Parliamentary Conference) is being held in Mexico City?
This already started April 18th and ends on the 23rd. 6 Kuwaiti MP's are attending this meeting in Mexico City and thus their use of an official Kuwaiti State aircraft.
Now, I dont know why the aircraft was not parked at the president's hangar but the below URL's will act as back-up to my original answer that it (A310) is being used for official state and/or diplomatic visits, rather than for 'leisure' purposes; regardless of where MEX authorities decided to park the aircraft.
