can somebody tell me please which airlines allow access to the SATS lounges at Changi ? All that are handled by SATS, without exception ?

Thats correct.

Any airline handled by SATS can use the SATS lounge UNLESS the airline have their own personal lounge.

Eg:
T1
Thai Royal Orchid Lounge
JAL SAKURA Lounge
EVA Evergreen Lounge
British / Qantas
ANA Signet Lounge

T2
SIA Silver Kris Lounge
