today I was looking over OS's website and it showed up on the one hand that Lauda flights will only earn bonus but no status miles (as on DE flights with LH) and on the other hand, e.g. all BKK and SIN flights will be operated by NG.
Are these routes also affected by that restriction or is this just about those charter flights like VIE-HKT?

To my understanding this affects only the charter flights (either NG... or OS8.../9...). The other flights (like SIN, KUL, SYD, MEL, BKK, PVG) are operated by NG but as OS. So all OS Miles&More benefits will apply here.
