I believe these are code share flights (with AF I think). VS has about 5 seats on each aircraft. They don't even actively try to sell these seats. I think it is being done for a year or so to protect some LHR slots that VS are not currently using for it's own services.

They are indeed operated by AF, 3 flights per day each way, 5 seats per flight. They cannot be booked on a GDS, only on the internet, and no discounted fares available. Cheapest I managed to find for June was £324 return plus tax. Lyon is shown at the bottom of their drop down for destinations.

The slots have been purchased from flybe who operate LHR-LYS on behalf of AF using 146s AFAIK. I guess these services will be transferred to LGW when VS actually needs to use the slots in question, which is probably not until the winter when LHR-HKG-SYD flights begin (subject to EU approval of course).
