Really Low 747

I was walking home today,and just before 8pm,around 7:50,i saw a VERY low United airlines 747-400 flying slowly,no more than 1000ft above the ground above the houses.It was flying east,and made a slight turn to the southeast.were located 20 miles northwest of the center of DC,about 20-30 miles north/northeast of Dulles.i have no idea why it was flying so low,but with the info i gave out,can any1 explain it?

I fly in and out of IAD a few times a week. The arrivals at IAD esp. from the south fly low for a LONG time before they land. I believe this has alot to do with the other DC area airports...esp the East/West traffic. We are in a southernly operation today, so he was probably on a long final, they do fly at like 2000 for a while, not unusual. What is unusual is the 20 MIT restrictions today for traffic departing to the NE. Making long taxi delays at all of the ZDC and ZNY airports.
