That honor used to be awarded to Island Airlines out of Port Clinton, Ohio, who flew from the mainland out to the Lake Erie Islands. Years ago they even flew 4-AT and 5-AT Ford Trimotors out to the Bass Islands and Kellys Island, a short total route structure that took less than 35 minutes to complete.
I believe the airline certificate is now held by Griffing Flying Service of Sandusky, Ohio, who fly the route with various single engine aircraft, Piper Navajos and Brittan-Norman Islanders.

An airline usually takes a passenger from somewhere to somewhere. It looks like Tigerfly is just a sightseeing flight, taking off and landing at the same airport. It can call itself an airline, but calling itself one does not make it one.
