I flew to CLT about 17 years ago, I saw runway 5/23 looks really bad shape pavement wasn't smooth. It was rough uneven pavement. I still don't know what is condition right now. I haven't been to CLT for a long time.

As far as I know, 5-23 is still open. CLT is not an especially windy city, so the need for a crosswind runway is minimal, but if you spend enough time in CLT you will see it in use.

I go to school in Charlotte, they use 23 when landing from the north, as it doesn't cross 18R they can use it fully, I think its to create separation, as I've rarely seen parallel approaches to 18L and R. I've landed on 23 a bunch of times and it doesn't feel too rough. 5 is used rarely though, I've been told they use it early in the morning especially with redeyes, but I haven't seen it personally.

The reason I was asking was that I remember reading somewhere that it was closed. I don't see planes landing there but I don't go to the lookout spot much.

Of the 6 possible apporaches/takeoffs, the 5 takeoff/23 landing probably involves the least required low altitude flying over residential areas, so I would expect to see that more at night. Since 18R-36L is probably the preferred runway at the airport and 5-23 does not cross it, you will see dual north approaches to 18R and 23, as has already been pointed out. IIRC, there are some pretty heavy restrictions on landing on 5 while 18R-36L is active.

We use 23 70% of the time and 18L/36R the rest. We fly to CLT 3-4 times a week.
