Northwest does not have a Boston focus city.
Does anyone know which airline started the phrase focus city?
No idea who started it, but the airline that has the biggest focus city network is American Airlines. Their focus cities operations in Boston, New York City LaGuardia, New York City JFK, and Los Angeles are practically hubs. They also have focus cities in Raleigh/Durham, Austin, San Jose, and Fort Lauderdale/Hollywood, the most of any carrier.
The troubled airline July 17 announced Los Angeles as its second focus city, reestablishing the carrier's historical routes set in the West Coast city at the airline birth in 1925. TWA defines a focus city as a major base for operations without the cost or commitment of a hub.
At least two more focus cities are expected to be added to TWA's network under its Vision 2000 revitalization program. If these prove successful, more will be added. TWA is currently investigating over two dozen airports for their focus city potential.

It believe that in fact it was TWA that first used the term 'focus city' and this was prior to July, 2000. San Juan PR was the first location. They added flights to several Caribbean destinations as well as Florida and additional NY capacity. TWA opened an Ambassador Club (their last new one, I believe) as an enhancement to their expanded operation. Focus cities SJU and LAX were joined with the first non-stop service between the two by any airline.

Who knows. But I know DL has been doing that here in CMH w/ RJ service to the East Coast (DCA, LGA, BOS amongst others).
