Provided the route authority is granted to an airline, is it feasable to say that an international airline can operate a nearly limitless amount of flights (receive a great deal of "prime" slots), if their aircraft are capable of both taking off and landing strictly on the second, shorter, runway?

Would NW be able to increase frequencies across the board to intra-Asia destinations should they operate them all with A320/757?

Indeed Narita slots are allocated on ability to use short versus long runway.

Some airlines have been able to increase flying as they have been able to use the new short runways for both both arrival and departures. Others have split ops with arrivals allocated a slot on the new runways, while departure is allocated a slot on the older long runway.

Another issue that has cropped up at Narita has been lack of parking stands in the late afternoon period especially in Terminal-1 with many flights having to be parked remotely even at the cargo ramps and passengers bused to and from the terminal.

This has been true for a while, apparently. I flew to Narita in August of 2001 on ANA and we were bused to a remote stand on the way out. This past July I took the same flight and we were stuck at a remote stand on the way in.

I don't think this affects who can fly what flights, though. The airlines just have to accept that they'll be using remote stands.

Even in 1999 there was much remote parking at NRT. On a trip to Chicago, we were taken by bus to the cargo ramp to board our AA 777. So, it would seem the space problem still exists.

the NAA want to extend this runway, but due to lack of land and farmers around the airport not willing to give up their land, and japanese laws which cannot force the farmers to give up their land any extension of the runway will be along time off.

When I was there in July last year there was construction happening on the second part of terminal one. This, from memory, was due to open in 2006, which should provide more parking stands.

The extension for the shorter runway has already been built. They are just missing the middle section because the farmer won't sell the land. Basically, it is a chance for me to post this picture!

I love this picture.

As for remote parking, I would assume that they still need it. The new terminal extension is removing two of the circular concourses, which had about 7 or so gates a piece and I don't think that they are really gaining that many gates. It looks like they will have more space in the terminal building though.

But regardless of the extension, there is a twy problem there on the 2nd runway. They couldn't get enough land so that txy goes extremely close to the runway and there is a risk of wings hitting eachother so they have to make a stop, and get ramp control to let them move again. Sometimes, the Sierra 4 gateway, the gateway to the B rwy gets extremely crowded.

There was some discussion about parking spots outside. I know that there are two or three parking spots here, but are they just used for holds on the B rwy?

The new section for Terminal One opens up later this month providing 6 new gates. The remainder of Terminal 1 renovation will be completed by 2006 when Star Alliance carriers will be centered in Terminal 1.

The slots for B-runway are now approximately 85% taken. NRT is similar to Paris ORY that it still has the ability to accept more movements. ORY being noise factors and NRT for being too coservative. Outside of 1400-1630 period when arrivals tend to stack up, there is still room for many more movements. Just Japanese government trying to control the market-place.
