That has always been the way AC has assigned flight numbers..it has nothing to do with Canada. Airlines assign flight numbers as they see fit.
AC, as well as many others assign specific number sets to types of routes. a 4XX flight number is rapidair, 8XX are generally overseas with some USA Exceptions, 9XX are south, 1XX are western domestic, etc etc etc...Im sure that all goes back to they days of manual scheduling, and reservation systems, easier to remember/assign flights when there is some method to the system.

Slawko is quite right. The airline chooses it's own system to relate flight numbers to it's routes. SAS for example on international flights uses 9## odd numbers for flights outbound from Scandinavia and even number for inbound to Scandinavia. Canada 3000 use to number flights by the day of the week it was operating, hence a 3## was a Wednesday flight!

you get the point... i am sure there are some exceptions, but i have noticed that even their express and codeshares with other airlines seem to follow these rules, for instance their codes on Air Canada flights go along with the way they number their flights, same with USAirways, Lufthansa, etc...
