I don't think so. Southwest is getting more aircraft next year, somewhere in the range of 20? 73Gs, so expansion/increased frequency was inevitable. Plus Southwest has consistently been adding flights this past year, and PHX happens to be their 2nd largest city. If you look back at the past press releases from WN, you'll see the new flights are coming out of LAS also. Still, one can't help but notice the timing of the release of new service out of MDW and PHX. But overall, I think it's mostly coincidental, although a subliminal message is entirely possible.

Southwest recently did a major adjustment with their schedule. It's one of the biggest adjustments ever made on a system-wide basis. The scheduling has supposedly been optimized, and has freed up at least 6 aircraft (I think) which can now be put to use on new flights in certain cities (like MDW). Not sure how much has changed in other cities, but SJC now has 5 terminating aircraft each night rather than 7, and after the holidays we will go down to 4 as the daily BWI-SJC flight will be stopped.
So, look for new flights to continue popping up.
