Where Can I Find Bi-Lateral Agreements?

Greetings everyone. I was just wondering if anyone knows of web sites where they can help me with these questions:

1. Bi-Lateral Agreements referring to United States, European Union, other European Countries, Asian countries and Africa.

2. Open-Sky policies in the EU

3. Level of Foreign Investments countries like South Korea and the European Union

(I've tried looking on their websites, but get nothing regarding these issues)

Also, can someone tell me which books might be useful regarding setting up and airline? I've heard about Neelman's book, but I just wanted to see if there were others out there that might be helpful. Thanks
