First "passenger" Plane Lands At Chubu: Problem

On January 12th, the first passenger airliner, an NH A320, landed at the New Chubu International Airport.

Basically it was a test of the approach, landing and emergency response teams. However due to winds at almost 17 meters per hour, the test was delayed for five hours. The winds were considered out of the ordinary. When considering the runway position back in 1997 it was believed the chance of winds at this velocity of 13 meters+ were at 0.5% or less.

The plane took off from Itami and flew to the Chubu airport but was put into a hold. It eventually had to return to Itami until the winds had died down. Around 1:00pm the plane finally was able to land at Chubu. The landing was followed by a test of the emergency response team in a "hijacking" drill.

I am wondering if this "out of the ordinary" winds could become a problem if they pop up again. The Chubu International Airport opens in 35 days! They had to have at least one major problem before opening...all Japanese airports do.

It's not the wind velocity but direction, which was high velocity 90 deg. crosswind. The day of the test just happened to fall on one of those 0.5% chance days.
