Why 2pcs US/Canada?

We all know that flights to/from/within US/Canada have higher baggage allowances than the rest of the world. I remember once reading that this was due to a law enacted by these countries. Is it true that such a law exists, and if so, does anyone know where I could find the text of such a law (for the US)?

Sure someone will have more exact info , but basically 2 Bags 32 Kgs (70 Lbs) each bag for all pax to n America, it is to protect pax from excess baggage charges, Used to be the same for domestic but most airlines have downsized this, but this is an international agreement for many years so unlikely to change anytime soon...
