Stagnant I-Jet And AE Gate Configs At RDU

I post this because i have a question for anyone who knows much about Indy Air and American Eagle at RDU..

Today while cruising the airport, I noticed that an Indy Air RJ was parked at the Charter drop-off area. Does anyone know if it was a charter, a maintenance order, or just parked?

I also saw a strange occurance at the American Eagle stands. At RDU, there is a gate C16 which has 4 RJ stands instead of the normal jetbridge. Instead of the normal line up..

They were lined up so that a single RJ was parked perpendicular in spots for 16- 1 and 3.. so what was the deal? Special case or did they drop a spot?

I just talked to one of FlyI's people at their gate. N647BR is actually on
a charter.
