The first link calls the executive jet a "Lear Jet 131". I would be suspicious of any Lear 131.

According to German news it was a plane from Serbia to pick up a delegation from one of the former Yugoslavian states. They didn't mention what they were thinking when they entered the No-Fly-Zone.
