The report is very vague. It does not say anything about whether the A340-500 will actually go to Chittagong (but it sounds that way) or the flight will be Chittagong - Chiang Mai - Bangkok, change of plane at Bangkok and nonstop to JFK.
Thai's website does not have the flight listed.
Chittagong Airport is supposed to be managed by Thai from June of this year, but there are some doubts whether that will actually happen.

There are now increasingly greater number of immigrants from the Chittagong area in New York. If I am not mistaken, initially Silk Air was trying to tap into that market -- and I saw people in SIN waiting for the Silk Air flight to Chittagong (flying from EWR and JFK to SIN and connecting to Silk Air flight to CGP)...even though the layover was for 12 hours or more. Problem with Silk Air was the government of Singapore's strict policy on visa issuing to Singapore --- so the O&D traffic suffered hugely. A passenger from CGP had to go to Dhaka to apply for the visa, wait a week for the visa to be approved, then come back to Chittagong to fly to Singapore on Silk Air. Kinda missed the point of convenience. Silk Air stopped flying to CGP last year. Thailand has less restrictive visa policy (travel agents and hotels can get the visa issued so in-person interviews are not always required and as the article says, in-transit formalities can be done in BKK) so they do get some O&D traffic as well as large connecting traffic.
Most expats from Chittagong get harassed in DAC, so they would fly out of CGP directly to other countries. Customs and immigration officials at DAC are notorious for trying to take bribes from passengers (or worse, having their luggage stolen by the ground crew). So I think TG is targeting those passengers who would rather completely avoid DAC.
