I have a friend that has 4 outstanding warrants. It is a real friend and not a hypothetical one to replace me in the story . He just recently went out of the country and came back. Despite dealing with security and immigration he was able to return freely into the country without being questioned about his warrants. Is that normal?

Immigration is not the 'police'. I think they only thing Immigration has control over is if you are a suspected terrorist, or of currently carrying something illegal. It's not their job to have someone arrested/extradited to the state of pendng warrants.

Here is a guy with 4 warrants that could be trying to skip town and they let him go freely. You would think he'd come up on some kind of a watch list and not be allowed to leave the country.

Normally, as long as it is not a felony warrant, the TSA, INS, Customs, Airport Police (unless it was issued locally or within your state) will not ever know about the warrant. An example for this is a traffic warrant for not appearing or paying for a speeding ticket.
Anyone with a felony warrant is not (normally) permitted to leave the country. If they do, and later get caught, then the FBI can nab them under a US Federal law for "flight to avoid prosecution".
Minor warrants are not put into the FBI NCIC system, but felony warrants are.

This is not correct Immigration is the police, they are able to detain you and place you under arrest they have full law enforcement powers and do conduct investigations.

That actually depends on the warrant. If for example you have a warrant out for human smuggling then Immigration will take them into custody. But if you have a warrant for something such as a robbery or theft they will detain you and turn you over to the locals.
As far as your friend having warrants and being able to return to the United States I would say he got lucky. Usually people are run for warrants as they return and if a hit comes up they are placed under arrest and turned over to the proper authorities.

1. Extremely lucky
2. Holding local warrants (maybe bench warrants for traffic type infractions) that did not get entered into the system
3. Travelling on false papers
