I think what is meant by that is they get service to both hubs at one time. Usually new cities have flights to only one hub...Phoenix in particular. OKC gets 2 to PHX and 1 to LAS right from the start.

Good to have HP back in OKC after soo many years of being gone. It will be nice have a daily flight to LAS too (on something other than a charter)...but i'm not a huge fan of these late night flights.
