I was reading a Venezuelan newspaper that said that there will be a new scheduled service between Bogota-Caracas with a stop in Cartagena in order to encourage tourism from Venezuela. Does anyone know which airline will fly the route?

Quoting Chiguire (Reply 1): Don't take that for serious. If there is a market AV would fly. They are more professional.
The underlined part couldn't be further from reality.
Not to blame them, but currently it is far more important for AV to open flights which remain coherent with the company's hub structure in BOG. The days of point-to-point flights are over. Cases of under-served markets are all over the country. Heck, they can't even operate a decent focused operation out of MDE.
